Meeting the expectations of the employees related to the workplace and working life, and as a result of this, besides their satisfaction, their drawing away from the act and thought of quitting their jobs is significant with regards to individual and institutional efficiency.
Strategic and policy-making units of institutions are located in the central organization of public administration in Turkey. Reforms have been made from time to time so as to give each institution the capacity to think and act strategically. The most recent one of these is the assigning of the expert and assistant expert staff to the institutions within the central organization with the Decree Law 666 come into force in 2011. However, as a result of this move, made on the basis of efficiency, the number of experts and assistant experts increased very rapidly; some negative aspects began to be observed in the operation and quality of the process; and a number of rapid resignations have begun to be seen in career specialties that were moving away from their previous advantages, exceptionalism and prestige, In this process, which is needed to be considered as a human resource management problem in public administration, it has been observed that the career specialists’ preferences, aims or dreams as to job-change concentrated on the options such as judge-prosecutor, the auditor of the Court of Account, district governorship, Central Bank expertise-inspectorship, academicianship and the offices of international organizations in Turkey or private sector and this detection has been mentioned in this study.
Within the scope of the study, the issues of job satisfaction, turnover intention, and workforce turnover rate have been discussed in a broad perspective with all sub-titles in the literature. The central structure in Turkish public organization and career specialties in this context have been explained from their historical origins to reforms, from their numerical status to their current position and importance. Studies in the world and in Turkey dealimg with the interrelationships of the concepts of job satisfaction, turnover intention, and workforce turnover rate, as well as researching the factors affecting these factors, have been systematically examined. Finally, two field studies, one of which was conducted with career experts and assistant experts, and the other one was conducted with managers, were statistically analyzed through scientific methods and instruments.
