Özet
Traditionally, in the municipalwater services offered as a public service by the hand of municipalities, it is observed that market rules have begun to perform since the 1980s. In this study, the use of Turkey municipal water services of private sector participation methods has been tried to work through in the context of accession negotiations of the European Union. In this context, in the first part of the thesis, in order to ensure sustainable use of water, the problems requiring amendments in water services are mentioned. In the second part, the characteristics of public services are examined and, the subject of contracts providing concession rights from the methods of private sector participation to public services is tried to be explained. In the third part, reflections on Turkey of the European Union water policies, the investment requirement that will arise in the perspective of membership and the context of the harmonization of the legal legislation are examined. "Water Framework Directive" forming the overall framework for EU water policies, is particularly emphasized in these reviews. In the conclusion part, in the light of the investigations in the first-three parts, it is tried to be implied what steps to be taken by Turkey in the municipal water services may be.
