Bureaucracy, which is seen as a form of organization in increasingly complex administrative structures, has different definitions in many disciplines. In the field of public administration as well as in the literary perspective, the interest in the concept proves to what extent it has a wide meaning. It is not a common approach to transfer the rich narrative opportunities provided by literature to administrative sciences. In this context, bureaucracy is explained in the thesis based on the sample taken from Franz Kafka's The Castle Novel.Kafka took part in the bureaucratic device at some point in his life and had the opportunity to observe the bureaucracy with the sharpness of a strong literary artist. In this respect, the impressions in his works are important. Many works of the author, especially The Castle is an important research area for administrative scientists. Trying to clarify evil essence of bureaucracy through The Castle and seeing the problems between the rulers and the ruled in it with Maxqda are the aims of the study. Accordingly, the sample (selected from The Castle) and The Castle was evaluated with the MAXQDA 2020 Data Analysis Program and the findings were reflected in the study. The bureaucracy in The Castle is inaccessible and incommunicable and there is a traumatic and incomprehensible language with the public. Pathological behaviors of rulers have caused negative effects such as lack of belongingness, cowardice, distrust, bureaucratization, etc. on ruled. Based on the outputs of Maxqda relationship networks, it can be mentioned that there are negative consequences caused by the abusing of administrative power by the civil servants. The abuse of administrative power has resulted in mood disorders like distrust, cowardice, despair, etc. It is thought-provoking that the ruler-ruled relations in The Castle are still valid in the 21st century.
