In this study, it is worked on the difficult background of the democracy idea from AncientGreek to our day, the current democracy idea is evaluated within the context of the relationbetween state and citizen which is shaped essentially in later period of the Middle ages andcontinued its way until our day. The demand for the rights against the sovereign within thecontext of the democracy understanding of our day, either under the name of democracy or not,is assessed and the historical practices are exemplified. Today democracy which is presented asthe only alternative against authoritarian and repressive regimes emerges as one of the mosteligible mode of administration. Such that today there are very few countries which claimthemselves undemocratic. However the way democracy is set to maintain the balance betweenthe governing and the governed is very important and this balance has close relationship withessentially economic systems.
