Abstract
Data and the information obtained by making sense of data form the basis of all developments that move humanity forward. In nearly every context, exchanging information in various formats and under diverse conditions is recognized as a critical component of both strategic and scientific progress. Information-sharing practices play a vital role in the public sector, where the production and acquisition of information occur with increasing frequency each day. Public institutions bear the responsibility of developing the necessary strategies, legal regulations, standards, models, policies, and guidelines to create a cohesive framework that encourages collaboration and promotes information sharing. This study offers an in-depth analysis of the current state of information sharing in Turkey’s public sector. The research framework includes a comprehensive literature review, a review of practices in both national and international contexts, and an examination of relevant legislation and policy documents. Furthermore, the institutional analysis focuses on two main areas: Ministries and the Presidency.
The findings indicate that numerous strategies, legislation, regulations, policies, practices, and models for information sharing have been implemented in the public sectors of various countries worldwide. Furthermore, Türkiye has initiated several practices for information sharing within its public sector. However, significant deficiencies remain in the strategies, legislation, policies, and regulations (including guidelines, manuals, and standards), as well as technical aspects related to information-sharing practices. Additionally, a sustainable structure to support these initiatives is noticeably absent.
The research confirmed the hypothesis that “deficiencies exist in the practices and regulations governing the legal, technical, and administrative aspects of information sharing among public institutions and organizations in Türkiye.” Based on these findings, a conceptual model has been developed to enhance the information-sharing processes within the public sector. This model outlines policies aimed at ensuring the sustainability of these processes and offers solutions to the identified challenges.
Furthermore, the model clearly articulates the necessary actions to facilitate effective and efficient information exchange among public sector institutions, thereby ensuring the long-term viability of this exchange.
