Abstract
Due to technological and scientific developments in the world, personal data has become
both a raw material and a product. As the speed of these developments increases, the need
for the protection of personal data also increases and this need is changing from day to
day. In order to meet this need, it has accepted in the personal data protection law that the
data controller may act alone or jointly with someone else. While this new type of data
controllership aims to increase the level of protection of personal data on the one hand, it
also give more obligations and responsibilities on data controllers. In this study, the
structure of the concept of joint controllership, the relationship between joint data
controllers and their compliance obligations were examined, and the applicability of the
concept of joint data controllership in Turkish law was evaluated in line with this review.
