Abstract

Effective and reliable management of health data is critically important for patient safety, the success of treatment processes, and the delivery of sustainable healthcare services. However, “data frictions” encountered in health information systems and mobile health (m-health) applications create significant barriers in integration, sharing, and analysis processes. These frictions limit the full potential of the digital health ecosystem and reduce the effectiveness of clinical decision support mechanisms. In this study, data frictions arising during the integration of data obtained from m-health applications into health information systems were comprehensively examined across technical, standard, institutional, and legal dimensions. The research was conducted within the scope of the HSMonitor Project. Data collection involved active observation, document analysis, and interviews with healthcare professionals and technical staff. The qualitative data obtained were analyzed using thematic analysis. The findings reveal that m-health systems face multi-layered data frictions. These include disruptions in real-time data transmission, limitations in device accuracy and system performance, incompatibilities between coding systems, deficiencies in system integration, inadequacies of personalized algorithms, misalignments with workflow processes, deficits in digital and health literacy, and regulatory restrictions. In conclusion, for m-health applications to be implemented effectively, reliably, and sustainably, it is necessary to develop technologies that enable automated data transmission, ensure device standardization and calibration, achieve full compliance with national and international coding systems, apply personalized clinical decision support algorithms, enhance digital and health literacy, and establish flexible yet secure legal frameworks for data sharing. This study emphasizes the need for a multidimensional and holistic transformation to enable the integrated operation of m-health applications with health information infrastructures and provides concrete recommendations for stakeholders in this regard.
