Administrative capacity attracts attention as one of the main areas of capacity building activities. On the other hand, there is a need for a comprehensive study on the importance of administrative capacity, its impact on political and managerial processes, and its relation to theoretical debates, current issues and new trends in the field of public administration. One of the main aims of this thesis is to contribute to the elimination of this deficiency in Turkish literature. Another aim of the thesis is to understand how administrative capacity is used, defined and operationalized.
In the first part of the study, the capacity definitions in the literature, the dimensions which the capacity is based on, the types of capacity and the approaches to capacity in historical process was examined. In the second part of the study, the importance of the administrative capacity, the reasons for the need for administrative capacity, the international literature on the definitions, dimensions and types of administrative capacity was discussed. In the third part of the thesis, theoretical debates was reviewed, current issues and new trends on administrative capacity in the light of various administrative approaches was examined. In the results section of the thesis, the theoretical evaluation of administrative capacity was examined.
