Türkiye’de Cinsel İstismara Uğrayan Çocuklara Yönelik Hizmet ve Uygulamaların Değerlendirilmesi: Bir Model Önerisi
Özet
The study aims to offer recommendations for better practices by analyzing child sexual abuse practices in Turkey. Child abuse policies and practices were evaluated and the strong ways and the aspects that need to be developed were revealed by academicians, non-governmental authorities and public authorities from different fields of public sector. In addition, the UK, Sweden and the Netherlands’s child abuse practices have been compared with in Turkey’s.
52 depth interviews had been made with academicians non-governmental authorities and public authorities in this area between October 2017 – May 2018 with a qualitative research method.
As a result of the research; The Children Monitoring Center (CVC) has been criticized for not receiving service from there for children who were victims of sexual abuse without direct contact due to the intensity of the center. After the interview with children in CVC, it should be prevented to taken again the child’s interview in order to being exposed to secondary victimization in Forensic Interview Rooms. The psychiatric treatment process of children under institutional care should be continued.
At the end of this critical analysis, practice examples in different countries and researcher's own ideas, a model proposal which have better functioning, allowing coordination and communication between inter-systems has been suggested. Practices of child protection and injunction decisions, tracing mechanisms have been connected to a system through a center defined as “Coordinating And Tracing Center of Child Protection and Injuctions”. The day clinic model has been discussed for the treatment and rehabilitation process of sexual abuse. An alternative foster family model has been proposed instead of institutional care.
