To examine the health system that existed in the Ottoman State in the 19th century and especially in this period, physicians working without diplomas who increased their prevalence in the Ottoman with the desire to examine his understanding of medicine Doctor Hüseyin Hulki Bey's work which is "Tabâbet-i Hakikiye ve Mesâlik-i Bâtıla-i Tıbbiye" to today's Turkish and its examining with contemporary medical approach constitutes the overall objective of the thesis. In this direction, the lifes and works of Doctor Hüseyin Hulki Bey, who lived in the 19th century, were also studied. Especially in the 19th century Europe where many advances in the field of medicine were experienced, Hüseyin Hulki Bey went to important scientific capitals and made observations and participated in congresses where important scientists exchanged ideas. By sharing these impressions he had acquired with the places he returned to his country, he played a role in the enlightenment of the Ottoman Empire. The examination of these works together with the 19th century medical understanding in the east and west has provided an integrity in revealing the health problems in this period of the Ottoman. At that time, we see the lack of physicians who are trained in the field of health and the distorted health of the workings. Likewise, by exploiting legal gaps, it has been observed how harmful the practices of some opportunistic persons are in the name of medicine. Examination of these harmful medical practices by day-to-day aspects will also contribute to today's medicine. It is possible to make an effort to place medicine in a modern health system effectively within the scope of this thesis. Besides, it is very important that the concept of medicine to be made by knowing the basic dynamics of medicine and questioning every kind of development will contribute without leaving science. From the perspective of the 19th century, this thesis, which is tried to create beneficial benefits to the understanding of today's medicine, will be beneficial also in terms of medical history in terms of forming the understanding of medicine.
