Demokratik Rejimlerin Çöküşünde Siyasî Aktörlerin Rolü: 28 Şubat Sürecinde Refahyol Koalisyonu
Özet
This study claims that government incumbents played an active role with their political attitudes and behaviors in the breakdown of the democratic regimes during the process of February 28. Juan J. Linz who has put forward an authentic theoretical approach to the breakdown of democracies has stated that the breakdown of democratic regimes is not inevitable and civilian actors have opportunities and tools which can prevent the process. In this context, he suggests focusing on the political process in which a democracy collapses and which contains a series of events, especially on the critical role which political actors play with what they do and what they do not or cannot do in this process. When the period of February 28 is considered with this point of view, it is stated that the attitudes and behaviors of government incumbents played an effective role in the development of the process in terms of the means and opportunities which they had.
