Geri Dönüş Yasası Çerçevesinde Ahıska Türklerinin Gürcistan Cumhuriyetine Dönüşü
Özet
The group characterised under the identity of Ahiskan Turks where the Ahiskan Turks comprise the majority of this group, including a small number of Kurds and Hemşins, were exiled from theirm homeland to different parts of the country in 1944 during the period of the Soviet Socialist Republics without any specific reason. Their homeland is called Ahiska region where is now in the Republic of Georgia. Even though they have been maintained their lives under the regime of martial law and rigor conditions, Ahiskan Turks have liberated over time. However return to their homeland, has not been possible despite various initiatives. At the present time, Ahiskan Turks live in various countries including Azerbaijan, Turkey, Uzbekistan, Turkmenistan, Kazakhstan and USA.
After the collapse of the USSR in 1991, the homeland of the Ahiskan Turks remained within the borders of the Republic of Georgia. The return of this community which had been detached from its homelands once again came to the force in the membership of Georgia to the Council of Europe and Georgia has been under the obligation to perform their return as a condition of EC membership. Georgia has issued a law to ensure the return of Ahiskali Turks to the country and has made various regulations for the implementation of this law.
Georgia has issued a law to implement the return and decrees for the implementation of this law. Nevertheless, Georgia has never been willing to perform the return and has made provisions of law and decrees that will make difficult the return. The Council of Europe has not been effective in the process of Ahiska Turk’s return.
