Türkiye Sağlık Sisteminde Mali Alan Yaratma: Paydaş Görüşleri Ve Değerlendirmeleri
Abstract
In this study, it is aimed to reveal the views and assessments of the stakeholders regarding creating fiscal space in the Turkish Health System. In the study, semi-structured interview form and assessment form of creating fiscal space for health were used as a data collection tool and 45 participants were accessed with the method of purposive sampling. According to the views and assessments of stakeholders, increasing health spending is the most prominent reason for creating fiscal space in the Turkish health system (11,5%). For stakeholders, creating fiscal space in the Turkish health system is a priority (75,6%). The participants highlighted the increasing user charges (14,4%); providing efficiency gains (12,6%) and additional taxes to the consumptions spreading negative externalities like smoking (11,7%) as a method for creating fiscal space in the Turkish health system. While 55,6% of the participants think that creating fiscal space in the Turkish health system will influence the fiscal sustainability in a positive way, 4,4% of the participants think the opposite; 11,1% of the participants think that it will have no impact on fiscal sustainability. By this study, for the first time in Turkey, creating fiscal space in healthcare were investigated based on stakeholder views. Policy proposals about adding new financial source to available financial sources in the Turkish health system are presented by exhibiting the current financial structure of the the Turkish health system. In case of Turkey's health policy makers take the study into account, it is thought that new financial sources can be supplied to the Turkish health system.
