The management of population and migration data is a critical factor shaping the social, economic, and environmental development of a society. Accurate and effective management of population and migration data plays a significant role in enabling governments and institutions to achieve their sustainable development goals. Managing such data should be considered beyond merely producing, organizing, and storing records. In this context, particularly with the digitalization process, data security, accessibility, accuracy, and legal compliance come to the forefront. Proper management of these data is not only essential for protecting individual rights but also for shaping state policies and service delivery.
In this study, after evaluating the current state based on the literature, the processes carried out by the Directorate General of Population and Citizenship Affairs within the Department of Citizenship Services were analyzed. A survey and structured interview techniques were utilized with 81 staff members working in the Directorate General of Population and Citizenship Affairs to assess existing conditions, identify challenges, and explore potential solutions. Based on the findings, recommendations were made for restructuring business processes, addressing infrastructure problems, training human resources, and reorganizing systems.
The results suggest that to enhance the efficiency of managing population and migration data in the Directorate General of Population and Citizenship Affairs, the integration of data management systems and software infrastructure should be ensured. Bureaucratic processes should be streamlined by reorganizing authorizations, training programs on managing population and migration data should be provided for relevant personnel, and guideline records should be prepared.
