Özet
The advancements in digital transformation and data science have increased the need for big data management and analysis. This thesis proposes a functional and maturity-based data lake architecture model to enable public institutions in Türkiye to manage big data processes more effectively. In the era of big data, it is crucial to analyze the data collected by public institutions and transform it into societal benefits. Existing data management systems have been found inadequate in meeting the requirements of the big data era. The proposed model aims to improve data management processes and enhance big data analytics capacity in public institutions by leveraging the flexible structure of data lake architectures. The thesis examines successful data management systems, relevant standards, and policies at national and international levels, and develops a model tailored to the needs of public institutions. The model aims to ensure the effective use of data lakes throughout the data lifecycle by systematically structuring the processes of data collection, cleaning, organization, storage, and analysis. The proposed architecture emphasizes the importance of data security, metadata management, and legal compliance. It seeks to optimize data integration, data governance, and data sharing processes, thereby enhancing the efficiency of data management processes in public institutions. In this context, an implementation model covering standardization, technical infrastructure selection, security measures, and long-term sustainability for institutional data processes has been presented. The proposed model is considered capable of improving the existing data management infrastructure of public institutions in Türkiye and serving as a foundation for the development of a national-level data architecture.
