In contemporary times, the execution of public services supported by information and communication technologies has gained importance. In this context, electronic applications have begun to be used in public procurement, which holds a significant share in the country's economy. Following the establishment of the Public Procurement Authority and the work conducted by the Authority, procurement processes have been transferred to an electronic environment. This thesis examines the development process of electronic procurement, the innovations introduced by the electronic procurement system, and the benefits derived from electronic procurement. It also addresses the challenges faced in transitioning procurements to an electronic environment, the actions required for administrations and bidders to effectively use the system, the Public Procurement Authority's methods for resolving disputes arising from electronic procurement, and relevant court decisions. The extent to which the transition of procurement processes to an electronic environment has enabled easier and faster participation by bidders, time savings, advantageous pricing, and effective process management has been investigated. Additionally, the challenges encountered due to the differences introduced by a new procurement method, the disputes that have arisen, and the proposed solutions to these issues are discussed.
