Gender mainstreaming, a strategy and policy for achieving gender equality, is defined as the inclusion of a gender perspective in all plans, programs and policy-making processes. It is accepted that equality bodies, which are mandatory for member states under European Union directives, are one of the important actors in gender mainstreaming.
The aim of this thesis is to reveal the contributions of equality bodies, which are established to combat discrimination and to establish and develop the principle of equal treatment, to gender mainstreaming. In this thesis, the activities of the United Kingdom Equality and Human Rights Commission, the Danish Institute for Human Rights and the Portuguese Commission for Citizenship and Gender Equality were examined in the context of gender mainstreaming tools through content/document analysis.
The study found that the success of gender mainstreaming is related to a country's perspective on gender, its legal equality framework and the capacity of equality bodies. Equality bodies can play an effective role in identifying gender equality problems and developing new strategies. They can play an important role in ensuring gender equality, especially through awareness-raising activities. They can identify problem areas and prepare comprehensive reports with the resources and means at their disposal. Since they are institutions that think about the fundamental role of states in correcting gender relations, they can be one of the critical institutions that will strengthen and mobilize the strategies of states towards gender mainstreaming.
