mportant changes/reforms were carried out in metropolitan government with Law numbered 6360, which came into effect in 2014. A new period started with the closing of provincial special administrations, particularly in metropolitan municipalities, and The Department of Investment Monitoring and Coordination (DIMC). The primary responsibilities of provincial special administrations were mostly transferred to metropolitan municipalities, while some of their powers and the duties of fulfilment central government investments were assigned to DIMCs. However, DIMCs were authorized to be able to fulfil provincial needs by granting them legal personality and a special budget in the course of time. Moreover, it is seen that this situation is quite limited by revealing the initiative power that DIMCs have in terms of budget, planning, implementation and personnel processes, and it is also clear that DIMCs are in a centralized position by measuring the power and influence of the central administration on DIMCs.
