Asya Örneklerinden Hareketle Türkiye İçin Bir Kalkınma Modeli Değerlendirmesi
Özet
The aim of this study is to examine the development policies of Asian countries from which Turkey can develop a successful model to itself and find a place in the developed world. In this respect, first chapter dwells on the changes in concepts of development and development administration through a historical perspective. Second chapter scrutinizes the successful development policies of selected 10 Asian countries from the end of 2nd World War till today. Third chapter clarifies the development policies that have been implemented by Turkey from the proclamation of the republic to today by institutions and in an historical order. Last chapter covers a field study based on interviews with senior officials of the three Asian countries (Japan, Taiwan and Singapore) who work in Ankara and a model proposal for Turkey is presented.
When the development policies of selected Asian countries are examined, it is seen that there are some common essential factors. These factors are the ones that increase the competitiveness of the abovementioned countries and make them successful in development process. In this dissertation, it has been aimed to reveal the development policies that Turkey should implement to be successful. According to the results of the dissertation, following factors appeared to be the key success factors in development process; a development policy steered by the government and agreed by all segments of the society, attaching great importance to technology, export-oriented industrialization strategy, supporting the sectors which can be the dynamo of the development, existence of a quality infrastructure and increasing the quality of education.
