Özet
One of the most important concepts about the developing new public management approach after the 1990s is accountability. Accountability in public administration is defined as how to use the power, or how to spend the public funds. Accountability is evaluated together with transparency and participation, and ensured by the way how to compose of accountability methods. It would be possible to mention about accountability if a transparent decision-making process and an effective monitoring of this process are provided.Development planning, plan amendments, land improvements, construction and urban renewal applications as a whole shall be called zoning applications. In order to talk about accountability in zoning applications first of all there should be no issue in transparency of decision making process.
