Since the end of the 20th century, the world economy has been in a process of change: commodification of culture and knowledge began to take place, and areas where intellectual property was capital began to develop rapidly. The Culture and Creative Industries cover many of these areas. In developing countries, these industries are seen as a source of prosperity and employment. Turkey and China are high-growth emerging economiesand have an important position in the global creative economy. China is globally the No.1 exporter of Creative goods for the last decade. In the beginning of 2000s, China has preferred cultural industries to achieve “scientific development” rather than the heavy industry, for the reasons that Cultural Industries cause less pollution to the environment, generate high income and increase the soft power. In particular, the government has provided financial and policy support for the development of these industries. There is studies on various subjects related to these industries. Thanks to the public and private sector’s propaganda services, public awareness has increased. Today, in cities such as Beijing, Shanghai and Shenzhen, these industries contribute to the local economy and continue to grow. Turkey, as a bridge between Europe and Asia, is one of the countries with the richest cultural heritage. Despite it has great potential in Cultural and Creative Industries, interest in these industries has only started to increase in recent years, whether in academia, private or public area and on the policy level. The studies have been carried out in these industries are mostly concentrated in Istanbul, and cross-country comparative analysis has not yet been conducted. Thus, the study aims to execute and compare the policies and strategies of two countries, especially to uncover deficiencies in Turkey's Cultural and Creative Industries and aims to provide a reference for future studies.
