Measuring job satisfaction levels of people who are working in different statuses at both public and private sectors in terms of improving the current situation and improving business performance is very important. Although there are many studies on this subject in the literature, it is also seen that various studies have been conducted to measure job satisfaction levels of health care workers who work in the health sector and who provide health services in this sector. Although contracted personel employment in the public sector is based on the past, contractual employment of the administrator is quite new. After the transition to the Presidency Government System in 2018, the contractual employment of senior public managers was paved, but this practice has been in place in the provincial organization of the Ministry of Health since 2011. In this study, the concept of contract management and job satisfaction levels of contract managers, which are likely to become widespread in our public administration system in the following years, were examined in the Ministry of Health.
In the first part of the study, the concept of job satisfaction and in the second part the concept and application of contracted personnel in our country and its legal basis are examined. In the third part of our study, preliminary information about our field research is given. Also, the findings of the questionnaire conducted in order to determine the job satisfaction levels of those who work as contracted administrators in the hospitals in Ankara, which are affiliated to the Ministry of Health, are evaluated. Minnesota Job Satisfaction Scale was used to measure the job satisfaction level of the participants included in our survey, and this survey was conducted by the chief physician, deputy chief physician, administrative and financial affairs manager, support and quality in education and research hospitals, state hospitals and services manager, health care services manager and assistant manager. According to the results of the survey, whether there is a relationship between job satisfaction level and factors such as gender, marital status, age, monthly income, title, type of institution, duration of administration, and the relationship between them is revealed. In line with the results, evaluations have been made within the framework of these relations in order to increase business performance and productivity.
