Kamusal Kültür Politikaları ve Yönetiminin Türk Gölge Tiyatrosu Karagöz’e Etkilerinin İncelenmesi

There are many complementaries of the culture, which points to many time and place, arises to the sky as much as possible and spreads to the earth as far as it can. Therefore, it is very difficult to reach definite answers or to make definitive diagnosis about culture. Culture is determining a life style for human societies whom age, race, gender, rural and urban etc. characteristics can change and developing elements that released and in these preferences the changing parameters of the time are activated. Numerous parameters such as economics, science and technology, ideological factors, leadership factor, political factor, demographic impact, value changes in various categories of population, education, communication, social movements and external world movements etc. have many positive and negative effects on culture. Depending on time, the effect of some parameters on culture is more subtle than some of the more dominant. Whatever the dominant element in these parameters, human, human life and the material and spiritual values of human being are defined from its window.
The political systems established by people are one of the parameters affecting the culture. With the actions and discourses of the political systems, the changes happen in the cultural structure. As time goes on, heroes lose their importance, who tells the hero gains importance. The extent to which these actions and discourses have influenced the process of preservation, life and transfer have been solved in the context of one of the Traditional Turkish Theater types “Karagöz”. In this study, the sustainability of the tradition of culture, how the cultural policies applied by the central governments shaped and influenced the tradition culture are examined. In order to embody this study, the fact and events are conveyed through Karagöz, one of the important representatives of the culture of tradition. The effects and functions of different public institutions (Halkevleri, Village Institutes, Ministry of Culture and Tourism, MİFAD, General Directorate of State Theaters, TRT, State Opera and Ballet, General Directorate of Fine Arts, etc) to conveying Karagöz past to present are evaluated. Therefore, for the purpose of maintaining and preserving Karagöz, the effects of the state on cultural policies and management in terms of continuities, changes and their reasons have been determined and interpreted.
