The economic, efficient and effective delivery of public services requires a rational and merit-based personnel regime. The Law on Civil Servants dated 1965 and numbered 657, adopted for these purposes, has been tried to be adapted to the needs of the day with various changes made over time. During this challenging process, a different title and position emerged from the other civil servants with the creation of a staff that will carry out the essential activities of public institutions and organizations and maintain the memory of the institution. In this thesis, an analysis has been made on the formation, development, dissemination, current situation and problems of career profession which is an important cornerstone of Turkish public personnel regime. Face-to-face interviews were conducted with career experts working in some public institutions and organizations in the state organization. In the light of the findings of the interviews, some suggestions were made on the current problems of career expertise. In this direction, it has emerged that some arrangements should be made by the state authority for administrators and career experts.
