Özet
The rapid advances in information technology in recent years have brought into action for computer aided e-Government applications in order to improve the efficiency of services offered to citizens of countries. The concept of "traditional state understanding", which incorporates a bureaucratic structure and leads to costly and inefficient results, gives place to "electronic state understanding" over time, which has the result of more efficient outcomes in service provision and the benefits of cost. Working within this framework, the transition to e-Government concept is examined primarily in the theoretical sense; information about the investments carried out in this context was presented in Turkey. Following the transition to the e-government approach that enables more efficient and effective results, the studies related to Electronic Notification and Registered Electronic Mail Systems and the related legal regulations have been investigated, in which legal and technical infrastructures have been established in our country. In this respect, some determinations were made in order to build on the sound legal grounds of the betting systems and theoretical implications were developed in the direction of these determinations. As a result, the contributions of the systems in terms of my country and the prospective contributions in the future have been analyzed in the study.
