Türkiye Madencilik Endüstrisi İçin Eğitim Ve Sertifikasyon Modeli Geliştirilmesi
Özet
Turkish mining industry has faced with some disastrous mining accidents in recent years. Hence, it is of utmost importance to improve the occupational health and safety conditions related to this sector. First step of realizing a safe and efficient work place environment is to have a well-educated work force. Although the training and certification systems are reported to be lacking in every sectors of Turkish industry, mining and construction industries are noted to be distinctly separated from all others in this aspect. High frequency of accidents recorded in mining and construction industries is a prominent indicator of this problem.
Turkish mining industry has recently started to adopt the certification systems. It is imperative that a comprehensive training system is established and operated in order to evaluate Turkey’s resources efficiently and safely. Human factor is the most important aspect that affects the quality of a work done. The norms and conditions to carry out a task must be laid out in specific details to minimize the human factor. This would also provide an efficient and safe work environment. Thus, there are standards for enabling proper definition and execution of duties in many countries.
In this dissertation study, current training and certification systems of Australia and United States of America (USA) are investigated and compared with the current status of Turkish system. Systems in Australia and USA have been established around 20 years ago and are still updated frequently. Information on the historical progress, formation, implementation and content of training systems in these countries are presented. The preparation and implementation processes of the Turkish Qualifications Framework, Vocational Qualifications Authority, National Occupation Standards and National Qualifications are examined and national qualification system of Turkey is also explained by the help of these terms and institutions. Job definitions related to training in Turkey, Australia and USA are examined and the classification systems of these jobs are explained. The differences between Turkey and the other countries where safe mining practices are applied have been presented.
41 jobs related to mining industry are deemed appropriate for the qualification system in Turkey. Prepared standards are covered up to level 5 in accordance to Turkish Qualifications Framework (TQF). It should be noted that level 5 of TQF is equal to upper secondary education degree. Specific job descriptions for engineering and management stages for mining industry are not included in TQF. However, executive levels that have great responsibilities under current laws must definitely be certified in absolute terms.
A very large number of employees reaching to around 125.000 are required to be certified in a relatively short period in Turkey. Hence, it is crucial to set up a proper systematic for this purpose. This study presents recommendations for a system covering; setting of standards and qualifications, structure and content of the training programs together with delivering of training and certification process for the purpose of creating an opportunity to manage the process of establishing an effective and efficient training system.
