Today, companies tend to set up business in foreign countries for various reasons, such as increasing their profitability, growing and entering different sectors. Therefore, it is important for enterpreneurs to gathering information about the countries where the business will be set up.
While international entrepreneurs use a set of instruments based on certain criteria to determine the countries they want to set up business, they also take advantage of the regularly published reports of different organizations and independent groups. Ease of Doing Business is an important index that World Bank has ranked countries based on 10 equally weighted criteria and published for this purpose every year since 2004.
In this study, a stochastic solution has been needed to give an idea in terms of sorting and ranking to the entrepreneurs in the uncertainty environment due to the number of alternatives and criteria. For this reason, SMAA methods have been used in this study to give the investor a prospective opinion in order to select and compare the countries to be traded.
In this study, the country alternatives to be worked on were assessed within the EU and OECD countries in SMAA-2, so that it was aimed to give an idea about the order of countries in terms of short and long term Doing Business under the certainty and uncertainty for different country groups. Also, the leading economies are sorted in three categories by using the SMAA-TRI method. Unlike SMAA-2, it is also aimed to help decision makers to look in a wide perspective by sorting countries under the certainty and uncertainty.
