Terrorism, a phenomenon that is as old as the history of humanity, still
terrorizes the entire world and is on the agenda of all countries in the world
today. In the last 25 years, serious efforts have been carried out against
terrorism in the world. Nevertheless, no substantial successful results have
been attained up to now in the struggles conducted against this threat. This is
because along with the technological developments with each passing day,
terrorists are using novel methods in terror attacks conducted. In this study,
changing meaning of terrorism in the context of global power relations and
regulation of terrorism in the international law will be discussed particularly in
terms of the "Shanghai Convention on Combating Terrorism, Separatism and
Extremism" between the member states of the Shanghai Cooperation
Organization. The Convention, which is the subject of the study, constitutes a
significant part of the preventive strategy that is becoming powerful in
combating against terrorism. The Shanghai Cooperation Organization
Convention is based on border security and cooperation against regional
terrorist group emerging in member states. Under the scope of this cooperation,
it is aimed to make efforts on combating against terrorism more effective with
the change in the domestic legal regulations of the member states and making
a commonly accepted definition of terrorism.
