Bir Kamu Kurumunda Değer Akış Haritalama ve Simülasyon Yöntemiyle Hizmet Sürelerinin Değerlendirilmesi
Özet
This study is about lean thinking and lean production tools derived from the
Toyota Production System. The purpose of this study is to eliminate inefficiency,
waste and unnecassary waiting specifically in the public sector by utilizing lean
production techniques. In this context, the current status of the process of CITES
and Conformity Certificate has been examined with the data obtained from the
provincial organization of Ministry of Forestry and Water Affairs (MFWA) of the
Republic of Turkey. The risks and problems that prevent the functioning of the
system have been identified. To remove the root cause of each problem, 5 Why
method has been utilized. In the light of Kaizen and risk assessment, suggestions
for improvement have been presented. By monitoring the current process in
detail, tact time and cycle time of the process have been determined and value
stream map has been created. Avoiding operations contrary to the lean
manufacturing, a value stream map has been developed for the future state. The
reduction has been achieved in the supply time and waiting with the improvement
studies in the future scenerio. Two simulation models have been developed to
compare the current process and future case scenario. In this way, the yields of
lean manufacturing and Value Stream Mapping methods have been confirmed
by the simulation method. It has been seen that the software program developed
by the Operation Department of MFWA in the direction of the suggestions
provides a concrete improvement in the process. By comparing the performance
values obtained from the present and future state maps, additional improvements
have been suggested. This work is expected to present an example for other
improvement studies that can be made in MFWA and in the other public
organizations.
