University success rankings is made on the basis of different criteria. Internal evaluation criteria, evaluation reports of local top institutions, rankings of globally reputable institutions indicate the prestige of the university only in terms of certain criteria. It is important for universities to see all the criteria in a holistic framework in order to determine their strengths and weaknesses, measure their performance, and prepare their strategic plans like other businesses. The Balanced Scorecard Approach, which examines all the financial and non-financial criteria of universities under 4 dimensions and reveals the criteria that create success and failure, can also be used in evaluating university performance. In this study, the success criteria of research universities in Turkey were determined based on the literature and published reports. The criteria assigned to the four dimension: financial, customer, internal processes dimension, learning and development dimension with the Balanced Scorecard Approach(BSC) and the relationship between the criteria was indicated as a network. The comparative performance evaluation of the universities was made with the Network Data Envelopment Analysis Method, which produces a relative efficiency score in cases where there is more than one process, many inputs and many outputs. Network Data Envelopment Analysis is used as a Multi-Criteria Decision Making method in this study and the relative efficiency of universities is ranked. By adding weight constraints among some criteria and trade-off relations between some criteria to the Network DEA model, the Balanced Scorecard process and the relative efficiency of the performance of universities, successful and unsuccessful processes are presented under different scenarios.
