In today's increasingly competitive conditions, scheduling the personnel in a way to provide maximum benefit with minimum cost and under certain constraints is a common problem of every profit or non-profit organization. In Defense Industry companies that employ R&D personnel and work on a project basis, scheduling the personnel in a way that will provide the most benefit to the projects is the primary objective. Although the personnel scheduling problem is a widely studied subject in the literature, it is mostly seen as a shift scheduling problem. In this study, a mathematical model is proposed for scheduling personnel to projects in project-based organizations and the results obtained with a sample data set from a defense industry company operating in Ankara are evaluated. Unlike many studies in the literature, the assumption that the personnel have equal abilities was not used; The labor needs of the projects and the labor hours that the personnel can spend on a monthly basis are taken into account, not in daily periods, but in monthly periods. Although it is critical that the cost does not go beyond the determined limits in defense industry companies, like other organizations, it is the first priority of defense industry companies to complete the projects on time and at the desired quality, and for this to ensure that the R&D personnel, who are experts in their fields, can provide the most contribution to the projects. Considering the constraints of both the projects and the personnel, the study, which aims to provide maximum benefit to the personnel for the projects, will shorten the decision-making processes of the resource managers and enable them to make more efficient scheduling.
