The concept of circular economy has a critical importance for countries with the aim of long-term
sustainable economic development as well as besides environmental and social benefits. Increasing trade
volume and consumption with globalization have made it necessary both economically and environmentally
to protect natural resources, turn to cleaner production technologies, recycle and minimize waste by
reintroducing it to the system. For this reason, countries have put the circular economy on their agenda and
put it into practice as a development policy. The implementation of circular economy practices in such a
way as to include individuals, non-governmental organizations, companies, municipalities and state
institutions made it necessary to measure the effectiveness of these practices at all levels. The purpose of
this study is to measure the effectiveness of circular economy activities of the regions in Turkiye and to
examine the strengths and weaknesses of the regions from a circular economy perspective based on 2020
data. This study aims to identify the advantageous and disadvantageous points for Turkiye, of which is
currently preparing the Circular Economy Action Plan. In this study, the relative efficiency scores of 26
regions within the scope of Turkiye’s Nomenclature of Territorial Units for Statistics (NUTS) Level-2 are
determined by Data Envelopment Analysis. In this study using Multiplier Model Data Envelopment
Analysis, two different methods are used for undesired output variables and the results are compared. By
calculating virtual inputs for the regions whose activity scores are determined, the reasons for the
effectiveness or ineffectiveness of the regions are examined. In this study, sixteen regions are determined
as effective among the twenty-six regions analyzed in Türkiye and the reasons for being effective are
examined for each region. As a result, the only region with 100% efficiency in the analyses applied with
two different methods for the 26 statistical regions of Turkiye is determined as the Central Anatolian
Region. The region with the lowest efficiency score is the Southeast Anatolian Region.
