Geçici Koruma Statüsündeki Suriyelilerin Gönüllü Geri Dönüşe İlişkin Görüşlerinin İncelenmesi: Ankara Altındağ Örneği

There are multiple factors affecting the voluntary return decision. Not only the conditions in the host country, but also the conditions in the country of origin can be a push or pull factor in the decision to return. The aim of this research is to reveal the experiences of Syrians under temporary protection status that affect their thoughts on voluntary return and to deal with the factors that shape this experience with human rights based on social work. For this purpose, 24 Syrian refugees living in Altındağ district of Ankara, who have temporary protection identity documents, were interviewed. Interviews were conducted using a semi structured interview form and were analyzed using the MAXQDA 2022 program. According to the findings of the research, the recently increasing discussions of discrimination and voluntary return indicate that refugees are exposed to pressure and discrimination and social exclusion in many areas, especially in common public areas. Discrimination affects returnıng trends. In addition, access to rights and services, practices and policies towards refugees can also be push and pull factors in voluntary return for the host country. While the war and political impotence in Syria and the almost disappearance of access to rights and services were seen to be the driving factors for returning, it was seen that belonging and longing for Syria were the attractive factors in voluntary return. However, it has also been revealed that war and difficulty in accessing rights and services weaken these attractive factors. It is thought that the experiences shaping the voluntary return trend should be handled in the context of human rights. Voluntary return, chosen under pressure and when it is the only option, is far from dignified and safe. It is thought that the social work discipline that embraces human rights and social justice should be included in the development of voluntary return policies and that professional professionals should play a role in practice.
