Power of the purse that emerged with Magna Carta in 1215 in England; It is defined as “determining and approving the amount and type of public revenues and expenditures”. The people, who are the subjects of Power of the purse, have transferred the authority to use this right to the representatives they have chosen because of demographic conditions. In this respect, parliaments do not have Power of the purse ,but the budgetary authority. Depending on the position of the legislature vis-à-vis the executive, this authority differs in terms of government systems. Due to the transition from the parliamentary system to the Presidential government system with the 2017 Constitutional amendment, the efficiency of Power of the purse has also changed for Turkey. In the first part of the study, the concept of the budget and and Power of the purse the historical development of Power of the purse are examined. Based on the legal nature of the budget and the elements of Power of the purse, evaluations were made regarding the factors that increase the efficiency of Power of the purse. The concept of efficiency is not used economically in the study. In the second part, activities Power of the purse of the sample countries selected from different government systems were examined comparatively, and the issues that increased the efficiency of Power of the purse of these countries were determined comparatively. In the third part, the budget process, which changes with the changing government system, and the effectiveness of Power of the purse affected by the new subjects affecting the budget process are evaluated. Comparing with the efficiency of Power of the purse in countries with different government systems, solution suggestions have been put forward to ensure the efficiency of Power of the purse in the new government system.
