Özet
In this study, agricultural businesses that carry out their activities in the status of SEE in Turkey has been analyzed; political measures and solutions to the identified problems has been also proposed. The time interval from 2014 to 2019 in economic and financial analysis of agricultural SEEs has been taken as the basis. The New Public Management has been treated as a basic doctrin. In the study, three countries with different geography and development level were selected as examples; agricultural policy, SEE system and agricultural SEEs are discussed. As a result of the privatization implementations in Poland, one of the aforementioned countries, the privatization method and the financial structure related to the agricultural SEEs that have recently become privatized due to the fact that there are no existing agricultural SEEs as a result of the current situation. The applicability of common policy proposals related to SEEs in our country has been supported by the experiences of different countries depending on the nature of the issue. As a result, fiscal policies were created on the problems identified on the basis of each agricultural SEE by using data analysis method in the study, as a result of the SWOT analysis, a new management and remuneration model was proposed by making an evaluation of the legislation for the management problem determined throughout the SEEs. In addition, in the study, legal analyzes were made on the some issues, upon encountering the determinations made on SEE basis.
