In this study, we examined the life of Hasan Fehmi Pasha who was born into the culture of Tanzimat and lived in the Constitutional eras. Hasan Fehmi Pasha started to serve in state agencies when Abdülhamid II came to the throne. The pasha became deputy of Istanbul while he became the chairperson of the Chamber of Deputies in the second period of the parliament. He won the trust of Abdülhamid II with his virtues such as personality, knowledge and work responsibility. As well as the fact he was appointed to discuss the Egyptian question, which became a problem after the British occupation, in London, he was appointed as the governor of Aydın and Salonica, the minister of Justice, Private Treasury and Public Works. His governorships, particularly his social actions and approach to problems as well as political, educational and economic problems during his governorship in Aydın is praiseworthy according to the conditions of that period. During his ministry of Public Works, he raised the question of transport in Anatolia by proposing solutions for the first time by preparing a significant report on the public works of Anatolia. His another duty was to serve as the chief judge of the court founded to investigate the Armenian incidents taking place in Tokat and to punish the culprits. He conducted his second oversea mission by attending the 25th wedding anniversary of the Italian king and represented the Ottoman State. While the pasha was appointed as the minister of justice after the proclamation of the Second Constitution by winning the trust of not only Abdülhamid II but also the young leaders of the Union and Progress, he became a member of the Senate of the Ottoman Empire. Hasan Fehmi Pasha grew up with the Tanzimat culture, lived in an absolute rule, appointed to important posts and continued to be involved in the political life of the Second Constitution. In addition Hasan Fehmi Paşa who became a leading figure among the Ottoman statesmen was commemorated as “Old Young Turk.”
