With the proclamation of Tanzimat on 3 November 1839, the reform movements gained momentum. Another area where reform movements were seen was the navy. Naval forces are not only used in the naval wars of the goverment, they are also important in ensuring trade security, helping the dispatch of soldiers during war and most importantly in ensuring territorial integrity based on geopolitical location. Ottoman empire, take into consideration he initiated modernization movements in the issues that he saw deficiencies in the navy. But it is not an easy move to start innovation movements in the navy. Both new materials and an advanced industry were needed to build ships based on new technology. All this was financially difficult. In the 19 th century,as an example of reforms in the century, steam and armored ships began to enter the shipyards. As a result of the defeats it received in naval battles, the goverment went to use new technology in organizing navy, so it brought such ships to its shipyards. With the Tanzimat period, more regular implementation and assembly of the reforms were introduced in the field of the Navy. The Navy Assembly, established twice, sought to lead reforms in the field of maritime affairs and aimed to ensure that things were done in accordance with a certain order. With the establishment of the Naval Ministry in 1867, the Assembly continued to maintain its duties within the contain in itself. This study aim to explain the place of this assembly in the Ottoman bureaucracy, as well as whether it was successful in implementing the reforms as a result of the decisions taken in the Naval Assembly, while talking about what reforms were made in the field of maritime affairs during the Tanzimat period.
