Training and research hospitals are health institutions where scientific research and education activities are carried out as well as diagnosis, treatment and rehabilitation services. Although the purpose of establishment of public hospitals is not profitability, they offer their services within a certain budget and their performance should be evaluated in order to use public resources more efficiently.
The purpose of this research is to measure the performance of teaching and research hospitals (TRH) related to the Ministry of Health operating nationwide. The basic inputs they use when using TRH healthcare to performance assessments and the basic outputs they produce are determined and based on these inputs and outputs, the performance activities of the hospitals among themselves are evaluated using multi-criteria decision making methods.
The universe of the research consists of teaching and research hospitals of the Ministry of Health. In this research were used as cost variable; the number of registered beds that including intensive care unit, number of healthcare personnel, investment expense, medical equipment and drug expense, service purchase expense, personnel expense, number of examinations that including teeth and emergency and as the utility variable, inpatients number of days spent, bed occupancy, including intensive care and accrued revenue. Delphi method was used to determine the weights of the parameters. 2013-2018 data of the Ministry of Health teaching and research hospitals were used in the study. Data were analyzed SAW, WP, VIKOR, TOPSIS, MOORA, COPRAS, ARAS, EATWOS and GRA methods. It has been observed that the rankings of the hospitals differed according to the year and method of the study
