Language is an important tool for a society to carry itself to the future. The language,
which is an indicator of establishing national identity and proving independence on the
stage of history, becomes permanent with the alphabet used to transcribe it into written
language. Therefore, it would be appropriate to consider language policy as an
engineering activity on both language and alphabet. Accordingly, the wide range of
ruins that Uzbekistan inherited from the Soviet Union today plays an important role in
the execution and success of language policy. In Uzbekistan, Uzbek identity and
feelings of independence, which are tried to be strengthened after the Soviet power that
has lasted for many years, are also reflected in the language policy implemented in this
way. Old insights are one of the important difficulties in extending the transition to the
Latin alphabet and standardizing the use of Uzbek language in state and social life. The
standardization of the Uzbek language with the Latin alphabet as the official language
and its use as the primary language according to the conditions of the age constitute the
basis of the Uzbek language policy. In this thesis, firstly, the concepts which are closely
related to the language are discussed and then the Soviet Union language policies and
today 's Uzbek language policy are discussed. To verify this discussion, systematic
analysis of the documents was made by applying to the explanatory research
management. In this thesis, it is aimed to examine the change and development process
of Uzbekistan's alphabet and language before and after independence. Thus, the
heritage of Uzbekistan from the Soviet Union forms the main idea of the thesis.
