The Ottoman Empire entered a transition and revolution in military, financial, and administrative fields with the imperial edict of Gülhane. In order to increase the influence of the central authority, the provincial regulations were issued and parliaments in which the public representatives participated. On the other hand, the system of muhassıllık had been put into practice regarding the collection of taxes for strengthening the treasury, but it had not been successful. Then, counting was carried out with the understanding of tax, which was based on the paying ability of people. In order to increase the number of soldiers of the newly army that was newly developed in the military field, kur’a system was launched. For all these, attempts had been made to ensure public safety, and efforts had been shown to contact all the segments of the public. The present dissertation reveals the military, financial, and administrative policies of the Ottoman Empire regarding the nomadic tribes within the policies of Tanzimat reform era.
