It is claimed that the government, which is the concrete expression of legitimate authority in state administration, has embarked on a long transformation journey since its emergence. The government’s various evolutionary forms and features have sometimes failed to respond to citizens’ changing expectations and challenges. Over time, the exclusive area of the state has become a common area with the inclusion of other actors and stakeholders. Since the 1980s, a governance era has started with the effect of globalization. In the literature, the effectiveness of government systems in the context of governance has been the subject of discussion, but these discussions remained at the theoretical level. Not mentioning the empirical aspect of this issue has created a gap in the literature. This thesis aims to fill this gap by comparing government systems with data based on collective and individual six governance indicators reported by the World Bank for 214 countries between 1996-2021. Within the scope of this research, government systems based on the separation of powers were analyzed using statistical analysis methods based on the World Bank governance indicators. According to the findings obtained from the analysis, it has been determined that the governance indicators take different values in terms of government systems. It is expected that the results obtained within the scope of the research will contribute to the literature and add value to society.
