The aim of this study is to examine the students’ achievement in compulsory English II Course in the bachelor’s degree and determine students’ expectations and the extent the program meets these expectations. Within this scope, the objectives of the program and foreign language framework have been investigated. Descriptive survey model has been used in the study. The target group of the study are freshmen in the Faculty of Arts and the Faculty of Economics and Administrative Sciences who are taking compulsory English II course in a state university in 2017-2018 academic year. The data related to students’ achievement has been collected by English II Course Achievement Test from 531 students while the data related to students’ expectations and the extent these expectations are met has been collected by a questionnaire from 730 students. Data collection tools are both developed by the researcher. Collected data has been analysed with descriptive statistics (frequency, percentage, mean and standard deviation), paired student t test, Mann-Whitney U in paired comparison, Kruskall-Wallis in comparison of more than two groups and covariance (ANCOVA) techniques. At the end of the study, it has been observed that the achievement levels of the students have increased remarkably, yet, most of the students couldn’t reach the mastery learning level. There is no significant difference among students’ achievement levels in terms of their faculties and departments. Study shows that the students have high expectations from English II course but these expectations haven’t been met satisfactorily. There is no significant difference among students’ expectations related to speaking and receptive skills and the level they have been met in terms of faculties while there is a significant difference in terms of writing skill. There is no significant difference between Faculty of Economics and Administrative Sciences departments in terms of students’ expectation and the level they have been met while there is a significant difference among the departments of the Faculty of Arts.
