Yeni Büyükşehir Belediyesi Sisteminin Yeni Kamu Işletmeciliği ve Yönetişim Bağlamında Analizi: Ankara Örneği

Abstract

This thesis analyzes the New Metropolitan Municipality System (NMMS) that is generated with the Law No. 6360. It is seen that principles like provision effectiveness, efficiency and participation in public administration take part in the Preamble of Law No. 6360. These principles can be thought with paradigms of New Public Management (NPM) and Governance. In this framework, NMMS, which is generated by Law No. 6360 is showed to be evaluated in the context of NPM and Governance. The aim of this thesis is the evaluation of NMMS in the light of principles of NPM and Governance and show the negative and positive sides of this system. Primarily, understanding of NPM and Governance are linked with five dimensions that are (i) locality, (ii) autonomy, (iii) participative management, (iv) urban planning and (v) managerialism and Ankara city example is tried to be evaluated in terms of these dimensions to analyze NMMS.
