Abstract
As in empirical research, the science of sociology considers culture and art as phenomena and accepts these facts as a whole consisting of different elements. The analytical and synthesis methods that exist in the essence of the study deal with the phenomena of art and culture, as well as cities and municipalities, on the basis of disciplines accepted by general sociology. In this respect, the quantity and quality of the relationship between municipalities, which are an administrative unit, and cultural and artistic activities, has been investigated through the urban phenomenon, which constitutes a basis for classical and contemporary debates in a cultural context and unites them at one point. Practices and projects in economic, political, scientific, artistic and intellectual fields are processed through the social space called the city and evaluated in terms of their results. Inductive research to reach a systematic activity in the municipality of culture and arts in Turkey has been adopted throughout the study. The historical, ideological and cultural background areas of social policies, which have a more objective place in terms of management science, and the approaches adopted against the relevant field have been investigated. The main questions that are sought to answer are how the local duties of municipalities have changed in social and national terms and which factors play a role in this change. With this purpose in Turkey were examined representing political parties, social and political preferences in the municipalities more closely connected with them about their activities in the area of the municipalities selected from providing certain conditions. After the 2000s, just like the basic distinction that determines the world agenda of managerial practices and policies in exchange for creating the current reference point Turkey has shown to be effective. In this period of rapid consumption cycle, it has been determined that industrial, digital and cultural final products have gotten out of their classical contexts and their life cycles have been shortened in their daily functions. Municipalities, which are important local government units; It is understood that, despite a series of problems ranging from the time pressure created by taking office in periods with elections to their lack of an established corporate culture-art perception, they should adopt rational approaches in order to establish a healthy culture and art climate in the local area.
