Abstract

The aim of the study is to investigate the possibilities of the cities, which have begun to be defined with their value in exchange and their place in competition on a global scale, in terms of accumulation and the legal regulation process that allows the use of these opportunities in favor of the capital sector. It aimed to do this research by using the conceptual framework of the Regulation School, not starting from the norms, but with the knowledge of the relations regulated by the norms. The neo-liberal wave, which started after 1980 and became more evident in the 2000s, continues to shape the legal transformation with its institutions and practices. This transformation, which also affects urban processes, creates forms suitable for the requirements of the accumulation in a given place and time. The process shaped by the class struggle results in commodification and the rise of the market interest over the public interest and shows its effects in the most obvious form in the urban area. In the study, it is emphasized that the liquidation of the gains of labor weakens social rights while weakening the public functions of the state, and it is revealed that the forms of administrative decision and organization, which are visible under various legal forms, are transformed. The increase in the representation of capital in the field of the state and the transformations that make this possible have started to structure the cities in a way that will ensure the stable functioning of the market instead of the demands of the working people who make up the majority of the society. In this thesis, the transformation of the law regarding the city is handled as an extension of the aforementioned process, not expressing a technical process.
