Özet
The purpose of this dissertation is to establish new strategies for the policy on increasing access to upper secondary education in Turkey in terms of the policy on increasing access to upper secondary education in European Union. First of all, with this purpose, the strategies for the policy on increasing access to upper secondary education in Europen Union from 1990s were evaluated. Following this, the strategies for the policy on increasing access to upper secondary education in Turkey and the outcome of these were analyzed. Finally, new strategies were developed for the policy on increasing access to upper secondary education in Turkey to be employed between 2015 and 2030.The research is descriptive in nature and poses a conceptual survey model. In line with qualitative research it includes the records published by international and national organizations from 1990 till now.
